Otter Creek Engineering announced that Brent F. Rakowski, P.E., joined the staff. He will be involved in land development, water distribution and storm-water system design and permitting. Rakowski was a project engineer on several high-profile local projects.

Small Dog Electronics Apple reseller in Waitsfield hired Loyal Carlon to provide customer support and technical assistance in the company's technical support department. Carlon has a background in graphic design and has Apple Help Desk certification. Joining Carlon will be his small dog, Koko, a King Charles Cavalier spaniel.

Chittenden Corp. announced several promotions. Heather Lyon was named president of Chittenden Securities Inc. She has been with Chittenden since 1996. Molly Carpenter was promoted to operations manager of Chittenden Securities. She has been with the bank since 1998. J. Bruce Foust was named manager of private banking. He joined Chittenden in 1971.

Vermont Agency of Transportation Secretary Dawn Terrill announced that Rich Tetreault was appointed director of program development. Most recently the district transportation administrator for District 7, Tetreault has been with the agency for more than 20 years.

Shyuan-Ju Chiou has joined Hampton Direct, an important and distribution firm in Williston, as product sourcing assistant. Chiou holds an MBA in international business from Schiller International University and a bachelor of business administration from Providence University in Taiwan.

The RehabGYM has hired two staff members. Jessica Hill is a physical therapist and strength and conditioning specialist for the Williston business. Her background is in sports rehabilitation and training, industrial rehabilitation, injury prevention and health promotion. Patti Smith, hired as administrative specialist, was with Sports and Orthopaedic Rehabilitation Center in Colchester for 12 years.

Adelphia Communications announced the appointment of Laura A. Bowe as community affairs coordinator in Vermont. The St. Michael's College graduate worked for Chittenden Bank as community relations coordinator and as marketing director of Burlington's Church Street Marketplace.

SoVerNet announced that Trista Monniere has joined its provisioning and customer care division. With 11 years' experience in the telecommunications industry, the Champlain College graduate was on a senior management team at Caleidoscope Communications.

Steve Pouliot, executive director for the Vermont Association for the Blind and Visually Impaired, announced that Ayesha A. Raftery was named director of development and public education in the Burlington office. The Richmond resident was at the Pine Ridge School in Williston.

Citizens Financial Group Inc. announced several promotions. Senior Vice President Debra B. Miller was promoted to director of corporate affairs for its New England region. Miller will oversee the company's state banks for the corporate affairs group in Connecticut, Massachusetts, New Hampshire, Rhode Island and Vermont, where it does business as Charter One Bank. Kathleen D. Reardon was promoted to director of public affairs and community relations at Citizens Bank New Hampshire, succeeding Miller. Kate Burns was named vice president and manager of the Sales Champion program in New Hampshire and Vermont. She has been with Citizens since 1996.

Mildred Reardon, M.D., associate dean for primary care at the University of Vermont College of Medicine, announced that Elizabeth Cote was named the director of the Vermont Area Health Education Centers Program. Cote was director of education for Panurgy Corporate Education Center in Burlington. She earned her bachelor's degree in sociology and secondary education at Wheaton College, Norton, Mass.

Thomas H. MacLeay, chairman and CEO of the National Life Group, announced that Christian W. Thwaites will join the company as chief executive officer of NL Capital Management/Sentinel Management Co., the company's asset management and investment arm. Thwaites was with Skandia Insurance Co.
